Japanese Occupation (1941–1945)
Sultan Ibrahim became a personal friend of Tokugawa Yoshichika during the 1920s. Tokugawa was a scion of the Tokugawa clan, and his ancestors were military leaders (Shogun in Japanese) which ruled Japan from the 16th to the 19th centuries. When the Japanese invaded Malaya, Tokugawa accompanied General Yamashita Tomoyuki’s troops and was warmly received by Sultan Ibrahim when they reached Johor Bahru at the end of January 1942. Yamashita and his officers then stationed themselves at the Sultan’s residence, Istana Bukit Serene and the state secretariat building, Sultan Ibrahim Building to plan for the invasion of Singapore.

The Japanese established a military government in February, shortly after they settled down in Malaya. Tokugawa was appointed as its political adviser at the recommendation of Sultan Ibrahim. Relations between the military government and the monarchy were initially cordial throughout the Japanese occupation years, and Tokugawa briefly envisioned a plan for a united Malay Sultanate over the Malay Peninsula (including Pattani) with Sultan Ibrahim as its figurehead. However, as the Japanese began to experience economic difficulties and military defeats in the Pacific War from 1943 onwards, these plans were dropped and the military government channelled its efforts towards state agriculture. The Japanese continued the British policy of appointing a state adviser in Johor, and Sultan Ibrahim spent most of his time in his leisure activities.

Sultan Ibrahim, on his part, became resentful of the Japanese military government during the later part of the occupation years. The Japanese gave orders to the Malay Sultans to contribute an annual stipend of $10,000 to support the Japanese war efforts, and public speeches which the rulers made were drafted by the propaganda department. In particular, Sultan Ibrahim was once publicly rebuked for leaning on his walking stick before Japanese officers and humiliating him in the process. Shortly before the Japanese surrendered in 1945, Sultan Ibrahim was expelled from his residence at Istana Bukit Serene and was forced to reside at Istana Pasir Pelangi, the crown prince’s palace.

The Johor Military Force

Most of the on-line sources claimed that despite of the threat of Japanese invasion the JMF, although offered for service by Sultan Ibrahim, was not incorporated into the Malaya Command under Lieutenant-General Percival. This was in contrast to the nascent  two battalion strong Malay Regiment that was actually part of British forces in Malaya. However Percival in his booksaid that the JMF was "under the command" of the Australian commander, then Major General Gordon Bennett, a statement confirmed in Bennett's own book and in General Ibrahim's book. The confusion may have arisen because the JMF appeared not to have been involved in any real fighting. The JMF conducted their own sentry duties during the campaign and stationed a signals detachment on an island off Mersing. Bennett had a high regard for the JMF's shooting but a lower opinion of the JMF's tactical ability especially in jungle warfare; although to be fair Bennett was noted for criticism of most forces' tactical abilities except for his Australians. Bennett does appear to have planned to use the JMF to relieve an Australian battalion from guarding fixed point so that he could use the Australians against the Japanese. He also received the agreement from the Sultan and the British Colonel advising the Sultan to attach some Australian officers to the JMF.

As the Japanese advanced into Johor, on 28 January 1942 the JMF was ordered to disband and hand their weapons to the British to ensure that the Japanese did not seize them. It was not clear who ordered this move as Bennett does not mention it in his book, only that the Australian officers who had been attached to the JMF were able to return to their units. This is despite General Ibrahim claiming in his book that Bennett discussed the proposition with the Sultan during a meeting on that day, 28 January. Bennett related the meeting in his book but did not mention such a discussion nor a claim that the JMF and JVF would clog up Singapore, which General Ibrahim gave as the reason for the JMF and JVF not withdrawing there. The fate of the JMF was not recorded in the Australian war diaries on line at the Australian War Memorial, although they are not complete and hard to read. Given the events of the time it is not hard to understand how messages could have become confused. Also the idea that weapons were handed over to the British may have been a bit hard given that General Ibrahim says that some detachments disbanded in their locations to facilitate their return to their home villages.

The JVF was disbanded in 1942 as a consequence of the success of the Japanese seizure of Malaya. The JMF seemed to have survived the occupation although this was not clear from the sources. Indeed when the Sultan of Johore, Sultan Ibrahim, met Japanese General Yamshita upon Japan's advance into Johor the Sultan wore his uniform as a colonel in the JMF, as well as a Japanese order that the Sultan's father had been awarded in 1883 for protecting Japanese nationals in Johor. The Sultan was also good friends with the Japanese Marquis Tokugawa Yoshichika, who was appointed as the adviser on Malay affairs to the invading Japanese 25th Army. The Sultan even visited the Japanese Emperor in Japan but was still forced to retire in line with the Japanese policy of appointing Japanese governors to rule the various Malay states.
