（吉隆坡28日讯）联熹控股（RANHILL，5272，主板贸服股）独资子公司SAJ Ranhill私人有限公司的柔佛州独家水务营运商执照，获政府批准更新3年，从明年1月1日至2020年12月31日。

联熹控股今日发布文告指出，接获国家水务管理公司（SPAN）的通知，能源、绿色与水务部已批准SAJ Ranhill更新水供执照的申请。

SAJ Ranhill是整个柔佛州的独家水务营运商，目前贡献总营业额约77%，更新执照除了能贡献SAJ Ranhill，还可推动集团的短至长期增长。

作为解决所有需求的总解决方案供应商，SAJ Ranhill是我国首个实施水私有化整体方法的私营实体。

联熹控股总裁兼总执行长丹斯里韩丹莫哈末说；“我们对政府和监管部门的持续信任而感到鼓舞。”

主要营收来源

“SAJ Ranhill证明了满足SPAN设定关键绩效指标的一致和可靠，以及反映集团多年以来提供的高水平服务。”

目前，SAJ Ranhill每日营运和维持19亿8600万升的综合生产能力。截至6月杪，该公司把柔佛州在1999年超过40%的无收益水（NRW），减少至24.7%，每天每公里管道的物理流失仅15.4立方米。

韩丹莫哈末说：“更新执照对集团来说一定是好事，因为SAJ Ranhill依然是集团的主要营收来源。”

他点出，营运近20年以来，尽管初期遇到挑战，但SAJ Ranhill已经日益壮大，且为符合严格的关键绩效指标（KPI）的自我能力引以为傲。

接下来，受到新房发展、工业快速发展和增加商业活动，推动水消耗量每年增长3.7%，他预计，柔佛州将实现持续快速增长。

联熹获泰国820万合约

（吉隆坡19日讯）联熹控股（RANHILL，5272，主板贸服股）获颁一项总值6600万泰铢（约819万5748令吉）的污水处理厂升级合约。

联熹控股今日向交易所报备，Amata Water公司，接受独资子公司Anurak水务处理公司提出扩大泰国罗勇（Rayong）现有污水处理厂产能至15百万公升（MLD）的提案。

该污水处理厂的产能为1000万公升，经过升级后，产能将提高至1500万公升，特许期限长达30年。

新升级项目，将包括建设现有污水处理厂设施附加模块，以处理工业区内日益增多的工业废水。

The Company wishes to announce that Amata Water Company Ltd has via its letter dated 19 February 2018 accepted the proposal by AnuRAK Water Treatment Facilities Co. Ltd (“AnuRAK”) for an expansion of capacity from 10MLD to 15MLD for one of its existing wastewater treatment plant (“WWTP”) No. 4 in Amata City Industrial Estate in the province of Rayong, Kingdom of Thailand (“Thailand”) (hereinafter referred to as “Amata WWTP Upgrading Project”). The letter of acceptance was received by AnuRAK on 19 February 2018. AnuRAK is a wholly-owned subsidiary of Ranhill Water Technologies Sdn Bhd which in turn is an indirect subsidiary of Ranhill. INFORMATION ON THE AMATA WWTP UPGRADING PROJECT. The conditions of the Amata WWTP Upgrading Project are summarised as follows:- Treatment Type : Waste Water Treatment Plant Existing Plant Output Capacity : 10 million litres per day (“MLD”) New Plant Output Capacity After Upgrading : 15 million litres per day (“MLD”) Concession Period : 30 years (inclusive of construction period) Concession Agreement Commencement Date : 1 November 2013 Minimum Offtake : 8.5 MLD (2019), 8.75 MLD (2020) and Beyond 2020 shall be 9.75 MLD Construction Period : 6 months Estimated Construction Start Date : May 2018 The total contract value for the Amata WWTP Upgrading Project is Thai Baht (THB) 66,000,000. (# equivalent to RM 8,195,748 per forex of THB 1: RM 0.124178 as at 19 February 2018). The new upgrading project will cover the construction of an additional module of the existing waste water treatment plant facilities built by AnuRAK to treat increasing volume of industrial wastewater at the industrial estate. In Thailand, Ranhill has four (4) existing WWTPs in operation producing treated wastewater that meet the regulated Key Performance Indicators (KPIs). （吉隆坡2日讯）联熹（RANHILL，5272，主板贸服组）正式执行在泰国工业园的1亿5257万7000泰铢（约1933万令吉）工业废水处理合约。

一旦建竣和预期2019年营运，将对公司盈利带来积极贡献。

该公司发文告说，该集团独资子公司联熹水务工艺有限公司在泰国间接独资子公司AnuRAK公司，获Amata第四期工业园颁发处理工厂废水合约，每日产能7000万立方公尺。

这项建设、营运、移交（BOT）期限20年，至2038年止；废水处理厂3月起开始兴建，预料10个月竣工。

搭上“一带一路”契机‧联熹扩展东盟水务营运

联熹（ranhill,5272,主板贸服组）放眼中国与东盟水务契机，在“一带一路”倡议下，联熹有意与中国等伙伴携手扩展至泰国与东盟各国。

联熹在中国业务占集团净利的10%，在一带一路倡议下，联熹有意与中国等伙伴携手扩展至泰国与其余东盟国，特别看好中、泰等地区契机。

该集团总裁兼首席执行员丹斯里韩丹认为，泰国正在立法管制水务之际，在该地区成长契机大，有意探讨区域广大契机。

联熹在中国有业务达10年，主要聚焦在中国中西部的江西、安徽、河南、辽宁省营运，专注工业园污水处理，至安全水平时才排放河流。

联熹在中国四省的三线城市有12废水处理厂，透过建设、营运与转移（bot）和（移交、营运、移交（tot）模式，每日总处理2亿9000万公升水。

逐步脱售中国业务

韩丹莫哈末说，未来几年，联熹计划在中国扩展产能至每日处理10亿公升水，并相信“一带一路”倡议料可带动中国与东南亚业务增长。

他认为，中国近期注重环保，联熹集团认为中国增长潜能大。尽管逐步脱售中国业务，联熹集团仍提供技术支援。

联熹近期以2亿7390万人民币（1亿6700万令吉）现金，脱售香港水务子公司ranhil water hong kong（rwhk）60%股权予新加坡上市的上海实业环境控股（siic environment holding，简称上实环境）。上实环境为上实集团子公司。

上实环境同意在上述收购后，依上实环境所持股份比例为rwhk提供一笔3千万美元（1亿2220万令吉）的股东贷款额。上实环境在中国15个市镇与省份，拥有80多个水处理与供水项目和四个焚化炉。

以BOT形式加建再生水厂

联熹在泰国营运已13年，在泰国amata工业园以bot和（建造、转移和营运（bto）模式，兴建9座处理水设施、废水处理措施和水再生厂，总产能每日处理1亿零2百万公升水。

上述成功促使联熹再获amata颁发以bot形式加建7百万公升再生水厂，联熹计划在泰国扩展再生水至每日1700万公升产能。

该集团在泰国服务两个工业园，即Amata市工业园和Amata Nakorn工业园，面积各1350与3020公顷，两大工业园面积相等沙亚南工业覆蓋的10倍。

两工业园位于泰国东海岸区，是世界银行眼中的亚洲其中一个成功大型工业园区，联熹处理水设施座落该处。

在Amata Nakorn,饮用水处理能力每日达2100万公升，废水处理能力每日达2400万公升、再生水处理每日达2000万公升。

他说，再生水处理包括处理前工序、超过滤和逆渗透和深度处理尖端技术，多为BOT与BTO营运模式。在Amata城工业园的新再生水处理厂投资2000万令吉，其中600万令吉为股本。

韩丹说，联熹也正与缅甸勃生（Pathein）工业城，乃至此区域其余工业城磋商水处理和废水处理契机。

5年内减22%无收益水

联熹在柔佛，专注于5年内减无收益水（NRW）至22%。

韩丹说，柔州无收益水则从起初获特许经营权起的45%，减至2017年6月的24.7%。以每日每公里水管流失15.4立方公尺水计，柔佛是大马最低无收益水之一州。

联熹透过独资子公司SAJ联熹有限公司，在柔佛供水18年，是全方案提供者。该公司宣称是一家全面水供私营化的私人实体，1999年就为柔佛州供水迄今。

SAJ获更新3年水务营运合约

SAJ联熹（简称SAJ）去年12月刚获当局更新3年期水务营运合约，期限由2018年1月1日至2020年12月31日。

SAJ的上述水务特许经营协约，约占整个联熹集团营收的约77%。SAJ联熹有限公司，需在柔州保持每日19亿860万公升水供产能。

韩丹指出，无收益水的肇因基本有五大类，包括盗水、蓄水塔溢满（基本上柔州在透过人员严密监管已形成零满溢现象）、水管爆裂、水表操作不良等现象。

他说，最后一个原因是地下水管的溢漏现象，联熹人员需于凌晨2时至5时宁静时分，才有办法侦察出来。

除了减无收益水、减少污染原也至关重要；联熹还须符合逾30项由SPAN设定的关键表现指标（KPI），首重水的素质（水的矿物质、化学成份），以符合世界卫生机构（WHO）和卫生部的规格。

SAJ已符合国家水务委员会（SPAN）严谨规定，获更新执照达3年，有关服务水平的规定，如每公里喉管的水压、水单、鸠收水费、营运成本和水供情况，亦是SPAN监管重点。

放眼长远70%派息目标

韩丹说，该公司98%的水务资产是以地理资讯系统（GIS）建档。

2009年，为配合政府透过建立执照与法规架构，SAJ转型至新执照计划，后来从水务资产管理（PAAB）租赁水务资产达45年。

该集团以每立方公尺5仙价格购买生水加以处理成可饮用水。

为加强其盈亏负债平衡，该集团近期发售6亿5000万令吉伊斯兰债券，认购率达1.2倍，有关发售是赎回8亿令吉中期票据的5亿4000万令吉，亦作为集团一般企业用途。负债比低于1.0倍。

截至2017年9月30日第三季，净利增长78.2%至逾2519万令吉，首9个月净利挫5.8%至逾5540万令吉。其三季与首9个月营收各增3.4%和2.88%，来到逾3亿8354万令吉和11亿零348万令吉。

韩丹说，联熹集团长远派息目标是派息50%至70%；因而2017财政年派2.0仙中期股息，使2017年财政年迄今每股派3.0仙股息；终期股息将于未来股东特大核准。

获20年沙小型发电业特许经营权

他说，联熹在小型电力业务营运沙巴20年的联熹，1998年见在沙巴营运，获20年特许经营权，2003至2004年获政府邀请扩大发电厂至120兆瓦，并从2008年再次21年特许经营权，后来提升至190兆瓦的混合燃油发电厂。2009年获政府颁发邻近190兆瓦发电厂经营权，总发电产能增至380兆瓦。

韩丹指出，联熹目前营运与维修保养上述电力资产，未来有意多元化至不同地理，有意扩展至开发、成熟而全面解除管制的市场。

在澳洲，联熹已透过售股协议收购北方电力集团（特别用途公司），在澳洲北领地展开60兆瓦火力发电厂计划。

（吉隆坡18日讯）联熹控股（Ranhill Holdings Bhd）联号公司Perunding Ranhill Worley私人有限公司（PRW）赢得Kebabangan Petroleum Operating Co私人有限公司（KPOC）的合约，为其位于沙巴KPOC-Kebabangan北部枢纽平台提供工程支援和设计服务。

合约价值并没有披露。

KPOC是一家联合营运公司，国油勘探（Petronas Carigali）持有40%，而Conoco Philips Sabah Gas Ltd和Shell Energy Asia Ltd各持30%。

PRW今日在文告指出，合约期限为3年，可选择延长1年，涵盖工程和设计服务。这包括特殊工程研究、概念工程、基础工程和工程支援。

PRW总执行长Mohamad Embong表示：“今日的签约仪式亦标志着我们的重要里程碑，因为我们开始向沙巴扩展，为PRW长期增长策略的一部分。”

We refer to our announcements dated 2 November 2017, 7 November 2017 and 10 November 2017. We wish to announce that today, we have been advised by the counsel for Ranhill Water Technologies (Cayman) Ltd (“RWTC”) that the claims have been dropped by Wahtoting Holding Limited (“Claimant”). We had previously announced that a suit was brought against our wholly-owned subsidiary, RWTC and our associate companies, Ranhill Water (Hong Kong) Limited and Ranhill Technologies (Shanghai) Ltd by the Claimant in the court in the People’s Republic of China for the alleged non-payment of fees in the amount RMB19,939,799.14 (equivalent to approximately RM12.76 million based on Bank Negara Malaysia’s exchange rate at the announcement date as at 2 November 2017). We were of the firm view that the allegation was without merit and that the claim was frivolous and baseless. None of the directors, major shareholders and persons connected with the directors and major shareholders of Ranhill Holdings Berhad has any interest, direct or indirect, in the above matter.
