那么这句子的真正意思是什么？（我是指它的时间观念）是不是 “当我离开这里时我已经在这里住了两年”。

其实如果没有规定只有一个错误的话，第二句是可以接受的。

=> By the time I leave this city, I will have lived here for two years.

句子的第二部分是说：“我在这里生活了两年” ：生活了= 完成时态 = (have) lived
如果离开的时间是在过去，从过去的某个时间到另一个过去的时间（两年后）：
I had lived here for two years.
如果离开的时间是现在，从两年前到现在：
I have lived here for two years.
如果离开的时间是在未来，从某个时间（过去，现在或未来）到未来的某个时间（两年后）：
I will have lived here for two years.

句子的第一部分：by the time I leave this city = 当我离开这个城市的时候
是指未来离开这个城市的时候，所以整个句子是说：
当我（未来）离开这个城市的时候，我将在这里生活了两年。 将...生活了 = will have lived

如果我现在已不住在这个城市里；是过去离开这个城市的：
By the time I left this city, I had lived here for two years.

如果我是现在离开的：
I'm leaving this city today. I have lived here for two years.
