Some people already pledge RM400,000 within 12 hours to vaccinate all the stray dogs in Penang and to dothe work and Word Vet Service is offering FREE vaccines, expertists and manpower for all the 25,000 stray dogs in Penang. They have enough stocks of vaccine, have proven plan and track records in many countries and very willing to come and help Penang. Just need to wait for the Penang Gov to say yes. It can be mobilised with the world YES. but sadly it is still a NO. Time is essence. Many people think culling is right but actually proven fail, and may make matters worse, as from infected dog, may bite a cat, a cat may bite a rat, and spreads. The people who do culling cannot reach all dogs. Yes, a big number of innocent, uninfected dogs will die but still they can't reach and kill all dogs. Who can? it's the feeders, hundreds of them and volunteers and kind Samaritan who feeds the dogs daily. They can reach them. and help vaccinate them. They won't reach them and help kill them. So vaccination is more effective to reach most of the dogs. World Health Organisation stated need to vaccinate 70% strays and diseased can be eradicated. And it has been done in many countries. And cheaper too than to tranquilize every stray dog and inject them to death on the spot. BUT HE REFUSED TO LET US WORK!
