We refer to our earlier announcement dated 2 June 2008 in respect of the long term rating of AA2 being accorded by RAM Rating Services Berhad for the IT1CS Programme.

The Board of Directors of Maybank is pleased to announce that Maybank has obtained approval from the Securities Commission (“SC”) vide their letter dated 4 June 2008 to issue the IT1CS Programme.


2. DETAILS OF THE PROPOSED PROGRAMME

The IT1CS has been structured to comply with Bank Negara Malaysia’s (“BNM”) Guidelines on Innovative Tier 1 capital instruments (“BNM Guidelines”). Based on the BNM Guidelines, a limit of 50% of the total Tier 1 capital (net of goodwill) is imposed on the total of IT1 and Non-Innovative Tier 1 (“NIT1”) capital instruments issued, with IT1 capital limited at 15% of the total Tier 1 capital (net of goodwill). Any IT1 balance in excess of the 15% limit will be included as upper Tier 2 capital for computation of the Issuer’s Risk Weighted Capital Ratio (“RWCR”).

The IT1CS will be issued in the form of capital securities and is to be treated as a debenture for accounting and tax purposes, and for the purpose of submission to the SC. The IT1CS will be issued via an IT1CS Programme. The IT1CS Programme would have a sixty five (65)-year tenure from the date of the first issuance.

Maybank shall have the option to redeem, in whole and not in part, any IT1CS issued on the First Optional Redemption Date of each IT1CS issued, which is a date falling no less than 10 years or no more than 15 years from the respective IT1CS date of first issuance, and every interest payment date thereafter, subject to prior approval of BNM.

The proceeds of the IT1CS Programme shall be used for Maybank’s working capital, general banking and other corporate purposes.

經濟放緩間接打擊信貸需求　馬銀行貸款成長恐走軟

（吉隆坡10日訊) 隨著油價高漲引發通脹憂慮，加上經濟可能受衝擊，馬銀行(MAYBANK，1155，主板金融股)不排除信貸需求和貸款成長將因此出現放緩跡象。

儘管今年首季的經濟取得7.1%的增長率，然而，政府宣佈調高油價，市場預計將推高通脹，並可能導致經濟放慢，馬銀行認為，經濟可能從次季開始緩和，繼而間接打擊信貸需求。

馬銀行總裁兼首席執行員拿督斯里阿都瓦希相信，相比起蓬勃時期，申請貸款可能會減少，而相對的批准率也會降低，無論如何，該銀行會繼續留意市場上的挑戰。

「目前，我們沒有任何預測數據，但在如今這種環境中，我們預測貸款成長會出現放緩的情況。」

此外，馬銀行早前以4億3000萬令吉，收購越南安平銀行(An Binh Bank)的15%股權。然而，針對越南目前面對通脹高企和貨幣危機等市場困擾，他表示，馬銀行依然保持越南的長期展望，同時還有興趣進一步收購安平銀行更多的股權。

至于會否在今年踏入泰國市場，阿都瓦希指出，該銀行對泰國深感興趣，但卻進一步否定會在今年進軍之可能性。

無論如何，他確定目前將專注在發售第一級證券，而資本結構計劃則保留到6月杪公佈。同時，他也透露會在本月杪或7月份，獲得印尼中央銀行的批准收購印尼國際銀行。

他是在今日舉行的馬銀行與內陸稅收局(LHDN)聯手推展更多繳付稅務管道的記者會上，發表上述談話。

馬銀行將會是本地首家提供眾多繳付所得稅管道的金融機構，讓更多客戶能夠以更方便的方式提交他們的個人所得稅或企業稅。

該銀行將提供4 種管道，分別是自動提款機、Kawanku電話理財服務、Maybank2u.com和銀行櫃檯。

內陸稅收局首席執行員兼總監拿督哈斯瑪阿都拉表示，目前已經有3家銀行提供這類服務，包括土著聯昌、大眾銀行及興業銀行，而現在馬銀行正式加入服務行列，透過現有的800萬客戶群，進一步提高服務系統。

此外，她還透露，匯豐銀行(HSBC)與花旗銀行(Citibank)是目前有意提供上述繳稅服務的外資銀行。無論如何，她依然鼓勵人們多使用網上方式繳稅，雖然到該機構櫃檯交付個人所得稅只費7分鐘。

馬銀行預計能夠在提供交付所得稅服務的首年內，取得50億令吉的付款。

內陸稅收局在去年的稅收淨數額為746億6900萬令吉，而今年的目標淨收是800億令吉。

另外，從年初迄今，該機構透過多項管道，收到超過16億令吉的稅務，而單單網上方式共取得7600萬令吉稅款。

Maybank eyeing bigger stake


KUALA LUMPUR: Malayan Banking Bhd (Maybank), which recently acquired a 15% stake in An Binh Bank Commercial Joint-Stock Co, has plans to increase its stake in the Vietnam bank.

President and chief executive officer Datuk Seri Abdul Wahid Omar said despite the economic slowdown in Vietnam, the bank’s longer term view of the country remained intact.

“We take a much longer term view on Vietnam. It is a country with a population of 85 million. It is a country of industrious people and one that is growing,” he told reporters after the launch of the bank’s payment services for income tax.

“We are committed and will continue to invest in Vietnam.”

Wahid said with the three acquisitions (including Bank Internasional Indonesia and Pakistan’s MCB Bank), Maybank “had its plate full.”

“Overall, with our three recent acquisitions, we would have a presence in seven out of 10 Asean countries,” he said.

The bank had yet to have a presence in Laos, Thailand and Myanmar, he said, adding: “We are keen to look at it, but not immediately.”

On the income tax payment services via the bank’s automated teller machines (ATMs), phone banking, Maybank2u.com and over the counter, Wahid said the bank anticipated about RM5bil of payments via these channels.

He said Maybank had allocated substantial investments in systems and payment solutions to handle the diverse payments transactions.

“On an average monthly basis, more than RM150bil is handled by the various payment channels, namely cheques, remittance, electronic payments, ATMs and at counters,” he said.

Inland Revenue Board (IRB) chief executive officer and director general Datuk Hasmah Abdullah said Maybank was the fourth bank to offer this service.

She said foreign banks like HSBC and Citibank had also shown interest in this service.

According to Hasmah, IRB expected tax collection to be higher this year than last year. “The Government’s target is RM80bil in gross collection from RM74.66bil last year.”

Wahid said in the current scenario of high inflationary pressures, he expected the economy to slow down in the subsequent quarters and that would impact demand for credit.

“We remain vigilant. We are mindful of the challenges ahead,” he said, adding that the bank expected slower loans growth this year compared with last year.

（吉隆坡11日讯）马来亚银行有限公司（MAYBANK，1155，主板金融组）预料将在本月杪或7月初获得印尼中央银行批准，落实收购印尼国际银行。

马来亚银行总裁兼首席执行员拿督斯里阿都瓦希透露：“我们已与印尼中央银行展开数次洽商，并已提呈相关文件。预期可在本月杪或7月初获得批准。”

（吉隆坡）馬來亞銀行（MAYBANK，1155；主板金融組）獲證券監督委員會批准，發售最高達40億令吉的創新一級資本及／或同等面值的外幣資本。

該公司較早前建議融資75億令吉一級資本（Tier 1 Capital），其中創新一級資本為40億令吉，非創新一級資本則達35億令吉，並獲得大馬評估機構“AA2”的長期評級。
