通过政府贷款债券 民都鲁港口冀筹资30亿

（吉隆坡29日讯）民都鲁港口（BiPort，5032，主板贸服股）计划通过政府贷款和债券，为沙马拉祖港口工程筹资30亿令吉。

《The Edge》报道指出，民都鲁港口计划向政府贷款和债券市场，筹集沙马拉祖港口工程所需的30亿令吉发展资金。

工程料耗资20亿
一名知情人士说：“原来预算是12亿令吉，但普华永道咨询研究显示，工程需要20至30亿令吉的资金。”

所需资金比预料中高，公司鉴于上述工程被州政府列为“重要计划”而向政府申请软贷款、税务优惠和比市价高50%货运收费，以筹得所需费用和减轻负担。

批准几率很高
知情人士表示：“政府批准资金支援几率很高，因为这是区域重要的计划。”

据了解，上述港口将为砂州再生能源走廊计划（SCORE）提供港口后援服务，为沙马拉祖工业园区原材料和完成品运送的重要码头，预料在2013年正式投入服务。

目前，距离沙马拉祖工业园区最靠近的港口在60公里以外，为了提高设施以招徕更多投资者，州政府积极发展沙马拉祖港口。

有鉴于此，业界相信州政府将在下个月正式发出合约，而已获得意向书的民都鲁港口胜券在握。

分析员预料，港口原料运载量最少500万公吨，对砂州再生能源走廊计划成败扮演者举足轻重的角色。[NanYang]

分析：
大馬研究看好該消息，但因工程原定於今年初開始，不排除計劃延遲展開。

根據大馬研究，新港口的疏浚工程將在年中開跑，而土木工程則料在下個月開始，預計4個月內完成。此外，駁船的港口初步設備建設工作將在下個月招標。

基於Semalaju港口需儘快落實以滿足即將在2013年開始的重工業物流需求，大馬研究對消息看法正面，但質疑Semalaju港口的建設工程可能稍微展延。

儘管如此，大馬研究相信這仍將惠及民都魯港口，主要是民都魯港口需額外吞吐量來滿足砂州再生能源走廊（SCORE）投資者。

此外，上述注資也意味有關當局嚴征看待這項計劃，而隨Samalaju港口將在政府的權限內，該消息提供更多穩定性並解除與港口發展相關的電費調整與主要決策問題。

近期評估顯示，新港口的發展成本或較早前預測的10億令吉高，大約介於20億至30億令吉，而因Samalaju工業城確認的17個投資者中的10個投資者，明年可能需至少500萬公噸原料，這也是大馬研究早前預測的200萬公噸的兩倍。

國油增設天然氣火車‧民都魯港口可望受惠

（吉隆坡24日訊）國家石油（Petronas）將在民都魯增設液化天然氣火車，每年額外增加3.6公噸的產能，民都魯港口（BIPORT，5032，主板貿服組）可望受惠。

大馬研究在報告中說，預期新火車將在2015年第四季投入運作，屆時國油民都魯天然氣廠的火車運輸產能將提高到每年27.6公噸。

該行認為，由於民都魯3個港口的吞吐量達每年28公噸，因此無需增撥資本開銷，可是民都魯港口過去5年平均運輸23公噸液化天然氣，產能接近飽和，因此業績展望可能平平。

大馬研究暫未調整預測，主要是新液化天然氣Train9需至2015年末季才開始，且這對貼現現金流量的影響微不足道，漲幅只有4%。

不過，該行估計新火車每年帶來額外的3.6公噸產量，可為民都魯港口創造另3千500萬令吉的營業額。

大馬研究相信民都魯港口或壟斷砂州再生能源走廊（SCORE）的物流需求，同時看好該公司輕易獲得政府的融資，維持民都魯港口“買進”評級，目標價8令吉33仙。（星洲日報／財經）

（吉隆坡29日訊）民都魯港口（BIPORT，5032，主板貿服組）因政府的稅收獎掖，截至2011年12月31日止，末季淨利自前期2千887萬5千令吉，暴增107.58%到5千993萬8千，帶動全年淨利走高22.46%到1億7千077萬。

末季營業額挫26.07%到1億3千155萬令吉，全年營業額則微挫4.8%到4億9千零13萬7千令吉。

該公司派發7.5仙的終期股息，促使全年股息達22.5仙。

去年財政部予子公司民都魯港口有限公司稅務獎掖，以拓展港口與發展計劃。（星洲日報／財經）

疏浚工程公開招標受挑戰‧民都魯港口未受影響

（吉隆坡13日訊）民都魯港口（BIPORT，5032，主板貿服組）的Samalaju港口發展工程之疏浚工程接受國內外競標者公開招標，此舉受到綜合海事工程（IMW）有限公司入稟法庭挑戰，肯納格研究認為這不影響該港口工程進度與加重成本，因管理層表明疏浚工程部份最終頒發予IMW。

根據管理層，最糟情況是把價值5億令吉疏浚工程頒發予IMW，既不會延宕Samalaju港口工程，也不會加重成本。

肯納格披露，IMW是Inai Kiara有限公司子公司，也是大馬最大的疏浚工程公司；最近也獲財政部15年期疏浚特許經營工程，以對國內7大港口展開疏浚工程，這些港口為關丹、民都魯、登州甘馬挽、柔佛丹絨柏勒巴斯、巴生、柔佛港口與檳城港口。

“IMW基於財政部頒發之長期工程乃是獨享的，因而試圖通過入稟書制止公開招標程序。管理層表明這項招標即將截止，招標者來自國內外業者。”

管理層未對入稟程序存有負面觀感，迄今未有公司獲頒疏浚工程，最糟情況工程落在IMW手上，也不會影響工程進度。

高股息
抗衰退盈利獲青睞
肯納格認為，這項程序可能導致Samalaju港口工程稍微延宕，管理層要港口工程在3年內全面完成，使民都魯港口盈利多元化，該港口工程料於今年6月動工。

維持該股“全面反映”評級，目標價維持7令吉，該股52週最高為7令吉30仙；該股股息回酬率5.7%，高股息與抗衰退盈利成為肯納格“心水股”。（星洲日報／財經）

砂州工程費時數年‧民都魯港口短期缺利好

（吉隆坡3日訊）雖然分析員看好民都魯港口（BIPORT，5032，主板貿服組）將從砂州多項龐大投資計劃中受惠，惟由於工程需時數年，短期內對盈利較難有重大表現，預料須待中長期才可浮現利好。

聯昌研究認為，該公司將從砂州多項大型能源密集工業計劃中受惠，這主要是原料進口及製成品出口活動都需要港口服務。該公司已受邀發展及管理新的三馬拉如（Samalaju）港口，這個港口接近發展計劃如火如荼的三馬拉如工業園。

目前砂州再生能源走廊計劃正如火荼推行，惟預料對該公司未來1、2年的盈利成長有限，因為需要耗時數年才能完成及全面進入生產操作，包括新的三馬拉如港口需要數年建峻，限制該公司處理大量的貨運活動。

該行預測其2012年財政年的淨利為1億5千810萬令吉、2013年為1億6千500萬令吉及2014年則為1億7千620萬令吉。

雖然該公司需要龐大資金發展三馬拉如港口，不過，預料淨週息率仍可達到5.3%，因該公司仍有能力派發此水平的股息，惟管理層沒有計劃進一步調高派息幅度。

沙马拉祖港工程明年初动工

（吉隆坡11日讯）民都鲁港口（BiPort，5032，主板贸服股）发展的沙马拉祖（Samalaju）港口工程，设备工程预计将在明年1月动工。

民都鲁港口总执行长拿督密欧尔阿曼指出，这项建议的整体设计已在2011年12月8日呈交给州规划机构，普华永道（Price Waterhouse Coopers）已作出相关的调查和建议，包括工程融资。

“这项交易已处于最后阶段，有关融资方面正与我们的大股东国家石油、砂拉越州财务秘书处，以及退休基金局。”

密欧尔阿曼在集团常年股东大会后指出，有关这项港口发展计划的多项合约将才进行投标。

一旦该港口全面投入运作后，沙马拉祖港口预计将可处理每年1800万公吨的容量。

民都鲁港口释1.9亿工程

（吉隆坡11日讯）民都鲁港口（BiPort，5032，主板贸服股）宣布，颁发民都鲁沙马拉祖（Samalaju）港口工程的临时港口设备配套予Trans资源企业私人有限公司，价值1亿9398万令吉。

这项工程合约的A部分和B部分工程期、分别为9个月和12个月。

文告指出，合约期限非常关键，一旦这项工程无法在预期中完成，清算和损害价值确定每个逾期工作天为合约价值的0.0219%。

砂州貨柜處理需求增‧民都魯港口前景看俏

（吉隆坡19日訊）民都魯港口（BIPORT，5032，主板貿服組）將從砂州沙瑪拉朱工業發展熱潮中受惠，特別是沙瑪拉朱及民都魯港口的貨柜處理需求有增無減。

僑豐研究指出，沙瑪拉朱港口發展仍在軌道，預料在2013年6月完成興建兩座駁船碼頭及滾裝坡道，而港口第一階段料在2016年完成。該公司初步撥出1億9千300萬令吉的資本開銷，以興建這兩座駁船碼頭。

上述駁船碼頭發展總額料達逾10億令吉，而大部份資本開銷充當填土及將海床從7公尺深化至12公尺，以便可達到巴拿馬型船只使用需求，特別是在首階段拓展後可處理400萬公吨的產量。一旦完成港口第一階段後，預料可處理1千800萬公吨的產量。

預料該公司將在近期內公佈沙瑪拉朱港口的特許專營權條件，它將通過發行債券籌集資本開銷，以及獲得聯邦政府的5億令吉撥款。

目前該公司正在遊說，將民都魯及沙瑪拉朱港口的收費調高，以彌補液化天然氣碼頭的營收下跌的影響，預料今年杪將有結果。

保持原有派息政策
該行指出，若是液天然氣碼頭收費減少17%，將使其每年營業額減少約5千萬令吉，不過，料可從減少租金及港口收費中，將使營業額增加20%或2千萬令吉中抵消部份劣勢，使管理層保持原有的派息政策。

該行預測其2012年財政年核心淨利為2千530萬令吉，2013年為2千490萬令吉以及2014年則為2千680萬令吉。

該行認為，該公司旗下液化天然氣碼頭削減收費率及出租費課題仍未解決，以及沙瑪拉朱專營權條件尚待敲定，皆是該公司的潛在隱憂。該行對它保持“中和＂評級，合理價則保持在7令吉10仙。（星洲日報／財經）

第3季净利挫20% 民都鲁港口派息7.5仙

（吉隆坡26日讯）民都鲁港口（BiPort，5032，主板贸服股）截至9月30日第三季虽然净利下滑19.9%，但董事部仍建议派发每股7.5仙股息。

第三季净利报3130万4000令吉，较上财年的3907万5000令吉跌19.9%；营业额则从1亿1737万1000令吉，扬1.68%至1亿1934万5000令吉。

根据文告，由于液化天然气厂今年7月关闭造成相关业务营收贡献减少；当季开销也高出385万令吉，主要是第三方货物卸装服务、维修费用和新拖船租金开销所致。

董事部建议派发每股7.5仙股息，现财年也已建议派发15仙股息。

首三季方面，净利扬2.96%至1亿1405万1000令吉，上财年为1亿1077万1000令吉；营业额从3亿5858万7000令吉扬至3亿7011万3000令吉，按年涨幅3.21%。

单季每股盈利为7.83仙，累计首三季每股盈利达28.52仙，上财年分别为9.77仙和27.69仙。[Nanyang]

民都鲁港口总执行长拿督密欧尔阿末表示，该公司预计通过配售股票予大股东（最多占其缴足资本的15%），筹措4亿令吉，以及发行最多价值9亿5000万令吉的回教债券。

他在昨日向《星报》表示：“上述资金将作为总值18亿令吉的沙马拉祖港口项目的发展经费，包括投资3亿令吉在港口设备。”

该新港口主要是为沙马拉祖工业园的能源密集型工业而设，例如铝冶炼厂，让它们入口原料以及出口成品。

齐力（PMetal，8869，主板工业产品股）是首家在沙马拉祖工业园运作的铝冶炼厂。

大股东免全购
沙马拉祖工业港口已经委任肯南嘉投资银行，为上述配售活动的主要顾问以及配售商，并且已建议让大股东豁免采取收购活动，认购他们在民都鲁港口尚未持有的股权。

稍早前，民都鲁港口已与三大股东，包括国家石油（Petronas）、砂拉越州财务秘书处以及退休基金局，商讨上述港口项目的筹资问题。

截至今年3月31日止，国油、砂拉越州财务秘书处以及退休基金局，在民都鲁港口的持股权，分别为32.79%、30.68%以及9.52%。[Nanyang]

（吉隆坡20日訊）民都魯港口（BIPORT，5032，主板貿服組）頒發總值4億3千700萬令吉Samalaju港口發展計劃合約，予Integrated Marine Works公司。

該公司發表文告指出，當中主要涉及基建性疏浚工程及開墾配套，合約期間則介於6至36個月，取決於不同的合約部份。（星洲網）
