今天剛看報紙得來的消息，從它的文字看來，這埸戰，我想連DIGI和一些電訊公司肯定會受到波動，因為它的好處應該會比現今的電話系通更上一層。

不過去年，成功集團也講今年 2008年，第一個也開始運作 3G的系統，不知這家公司會否是成功集團的一部份呢?

如果不是的，那會是那一家有 3G，明訊、TM NET、TIMECOM(DIGI 合作者)和成功集團的子公司，這四家才有 3G系統，那這家新的 015 電訊也講有 3G系統。

喜事來的？

【本刊陈子莹撰述】数码网络（Digi）与时光网络（TimedotCom）在两个多月前公布合作计划，由持有3G执照的时光网络拿出这张执照，让有发展能力的通讯公司数码网络开发并彻底运用。这项双赢的合作计划公开后，却惹得能源、水务以及通讯部长林敬益大发雷霆，既然原本的3G执照是发给时光网络，时光网络岂可轻易将执照转让给第三者（数码网络）。


时光网络要这么做，他们就必须再向能源、水务与通讯部及马来西亚通讯于多媒体委员会（MCMC）申请，要求批准让第三者使用这张3G执照。林敬益的反应一度令这个合作计划陷入紧张状态。


不过，今天数码网络和时光网络就上述合作计划签署了决定性合约（Definitive Agreement）时，林敬益却是见证签署仪式的座上宾。


林敬益在席间也拍胸膛表示，时光网络提出让数码网络使用其3G频谱的申请，应会获得该部门通过。他继称，时光网络和数码网络今天所签的合约为推荐性合约，既然是推荐性合约，那该部门理应也会配合。


大选后获批准


获得了部长的口头上的担保，数码网络开发3G的阴霾，可说是一扫而空了。数码网络行政总裁莫登伦达（Morten Lundal）指出，该公司预计可在今年六月获得所有的官方批准，正式开发3G服务领域。


在新闻发布会上，有记者向林敬益提出，这项批准会在大选前或大选后发出？林敬益以一贯风趣的口吻说道：“你认为呢？我想应该会在大选后，因为他们仍需要一些时间准备。”


他随后还补上一句，即使大选之后部长换了人，政府还是会批准这项协定，因为这是一项推荐性合约。


林敬宜在演说中也一再强调我国电讯业整合的重要性，并表示政府在二月份公布有关国家宽频计划的细节。


数码网络为目前市场中唯一没有3G执照的流动通讯公司，其他两家通讯公司--明讯（Maxis）和天地通（Celcom）早在2002年政府第一轮分发3G执照时，就拿到手了。


数码网络随后找来持有3G执照的时光网络，以卖股的方式，向时光网络换取3G频谱的使用权，而时光网络同时也获得数码网络的股份。【点击：数码伙拍时光齐享3G 再现三国鼎立争天下】


仅剩的第四张3G执照是落在U Mobile（前称MiTV）手中，这家公司早前也联合了韩国KT Freetel、日本NTT DoCoMo，组成一个跨国组合，共同开发3G。【点击：吊销未依时推出3G执照 四3G执照发展各有着落】

希望是喜事。
不過 3G系統還有三個對手，成功集團也照來日本公司作後台，這埸戰也不知會如何，不過希望電話費用能讓人民受益就好了。

（吉隆坡25日讯）能源、水务及通讯部长拿督斯里林敬益医生今日重申，政府只允许使用2.3兆赫频道提供WiMax服务。 不过，他表示，政府也将监督2.5兆赫频道的发展，包括WiMax器材的供给。 林敬益是于今日为亚太无线宽频论坛主持开幕礼后，在新闻发布会上发表上述谈话。 监督2.5兆赫频道 这项论坛是由多媒体大学联合日本资讯及通讯科技学院以及横须贺通讯公司所举办，约有200人出席。 林敬益指出，政府目前已发出以2.5兆赫频道提供WiMax服务的执照，现尚处于试验性阶段。 他说，截至去年杪，配合2.3兆赫频道的WiMax服务器材仍不齐全。 “正当我们还在讨论是否使用2.3兆赫频道或2.5兆赫频道时，我们已面对WiMax器材供应的问题。”

（吉隆坡25日讯）在中短期来看，分析员认为数码网络（Digi，6947，主板基建股）在赢得3G频谱后，并不能大幅增加该公司每名用户平均收入（ARPU）。 侨丰证券行一名分析员指出，由于该公司预付用户占90％，所以相信低价格是一项关键。 如果与明讯（MAXIS)及天地通（Celcom）比较，该两家公司的后付配套客户占18-20％，而其中使用3G服务的客户仅少于20％而已，而且该公司的3G配套早在2005年已推出。 该公司及时光网络（TimeCom，5031，主板基建股）将在今午签署最终合约，并要求于今早9时暂停交易。 分析员相信该公司能在今年第二季正式推出3G服务（之前预计第三季），再者，分析员也预料能与新流动网络应运商（MNO)U-Mobile分庭抗礼，后者也预计在今年第三季推出市场。 较早前，数码网络透过新股换取时光网络的3G频谱，长期而言，市场认为赢得3G频谱能获得频谱效率并提高业务的稳定性，预料该集团能节约网络成本，且3G有望提高该公司的每名用户平均收入。 分析员仍保持该公司“买入”评级，目标股价为26.90令吉。

數碼電訊或派息52仙
（吉隆坡31日訊）數碼電訊（DIGI，6947，主板基建）將在2月5日公佈截至去年尾末季財報，分析員預測，營業額及淨利趨漲之余，股東或可獲派每股52仙股息。
聯昌證券研究分析報告說，數碼電訊末季淨利，料按季增長13%到3億800萬令吉。

“數碼電訊全年淨利或達10億7800萬令吉，超越我們預測的10億6300萬令吉，和市場估計的10億4100萬令吉。”

目標價RM30

報告指出，繼第3季派發每股1令吉股息后，數碼電訊或在末季派發52仙股息，使全年每股派息高達2.20令吉。

“隨著末季推出Happy附屬品牌后，我們相信，該公司末季的新增用戶將多達35萬人，較第3季的9萬2000人顯著提高。”

報告說，可攜型手機門號（簡稱MNP）將在今年第3季推出，預計電訊業者將撥出更多資金在銷售和行銷上，藉此留住顧客。

聯昌證券研究維持數碼電訊“跑贏大市”評級，目標價高達30令吉，主要催化劑包括持續的資本管理，和盈利及市佔率強穩增長。

今日閉市時，數碼電訊報24.20令吉，升20仙，全日共有348萬800股易手。
