Subject	:	MEMORANDUM OF UNDERSTANDING BETWEEN RCE CAPITAL BERHAD ("RCE") AND SOUTHERN BANK VIETNAM ("SBV")

The Board of Directors of RCEwishes to announce that the Company had on 11 September 2007, enteredinto a Memorandum of Understanding ("MOU") with SBV to form a jointventure company ("JVCo") to apply for licences to establish a FinanceCompany in Vietnam ("FinCo"). The FinCo is a non-bank creditinstitution regulated by the State Bank of Vietnam.
RCE shall take up anequity stake of up to 30% in the JVCo with SBV at 11%, being themaximum permissible holdings under the Vietnamese regulations. Both RCEand SBV shall further negotiate and arrive at mutually acceptablecommercial terms and seek strategic partners to take up the balanceequity stakes in the JVCo.
The MOU provides for the parties to enter into definitive agreements after due diligence to be conducted by RCE.
SBV was established 14years ago and is the second largest joint stock commercial bank inVietnam with 73 branches and transaction offices. SBV provides a widerange of financial services to small and medium enterprises, exportersand importers, as well as personal banking services to individuals. TheBank was voted "Famous Brand" by consumers in Vietnam in 2006.
The collaboration with SBV would allow RCE to explore opportunities to expand its capabilities in financial services in Vietnam.
None of the Directors,substantial shareholders of RCE and/or any person connected with themhave any interest, direct or indirect, in the MOU.
This announcement is dated 11 September 2007.

問題是... 為什麼這幾天股價沒有被這些人抄起來 ? (馬股大部份都是這樣子的, 消息出來前先抄一輪)

RCE Capital, Southern Bank Vietnam team up

September 11 2007

RCE Capital Bhd aims to penetrate Vietnam’sfinancial market by forming a joint venture company with Southern BankVietnam (SBV) in Ho Chi Minh City.

It will then apply for licences to establish a finance company, RCE said in a statement today.

RCE and SBV will take 30 per cent and 11 per cent stake respectively inthe company, being the maximum permissible holdings under Vietnameseregulations.

Both RCE and SBV will seek strategic partners to take up the balance equity stake in the finance company, RCE said.

“It is expected that the finance company will be able to carry outlending, investments, financial or monetory consultancy and otherservices,” it said.

However, RCE did not reveal the value of investment for the venture. — Bernama

你们那么高级的会员可以直接上载图吧..我只能利用插入外部的图,可是次次要连接外部的图都失败的.我也不知道什么原因. 别的论坛都可以.
