RCE資本
15億資產抵押債券獲准
(吉隆坡6日訊)RCE資本(RCECAP,9296,主板貿易)獲證券監督委員會(SC)批准,發行高達15億令吉的資產抵押債券。
RCE資本向馬證交所報備指出,上述債券由特別用途工具(SPV)Tresor資產發行,獨資子公司RCE行銷(RCE Marketing)發出的應收貸款,將做為抵押資產。
債券所籌款項,將用以償還興業投資銀行提供的周轉信貸,以及做為營運資本。

预算案今公布 公仆料延至58岁退休

(亚罗士打6日讯)本报探悉,联邦政府将于周五公布的财政预算案,把公务员的退休年限延长2年,列58岁为公定退休年龄。
这将是我国第2度延长退休年龄,目前我国公务员的退休年龄为56岁,是政府在3年前首度作出更改,而在这之前的退休年龄则是55岁。
可靠消息来源告诉本报,首相将会在财政预算案中宣布58岁为退休年龄,这将迎合普罗大众的意愿,因为大多数的人民尤其是公务员咸认为56岁退休过早也过壮。
这也是2008年度财政预算案派送的其中一颗‘糖果’!

GE Delays Auction for Japan Lending Unit, People Say (Update1)
By Mariko Yasu and Komaki Ito Sept. 7 (Bloomberg) -- General Electric Co., the world's second-largest company by market value, delayed an auction of its Japan consumer lending unit Lake, six people briefed on the decision said.
A first round of non-binding offers, scheduled for Sept. 3,was postponed after some potential buyers complained about how GE and its adviser, UBS AG, handled the sale, two of the people said.They declined to be identified as talks are private. GE aims to restart the auction within 60 days, one of the people said.
Japan's consumer loans industry has been racked by losses after lawmakers and courts cracked down on lending practices and gave borrowers more scope for demanding interest refunds.Fairfield, Connecticut-based GE ranks sixth among consumer lenders in Japan with about $6 billion of outstanding loans,behind Citigroup Inc.
``The environment continues to be severe because of increasing claims for refunds,'' said Reiko Toritani, a senior director at Fitch Ratings in Tokyo. ``There's a limited number of bidders out there for foreign firms considering withdrawing from the market.''
At least two companies considering bids for the unit had complained to UBS and GE about media leaks, the people said. GE's Aug. 21 announcement that it may seek buyers for Lake came after the Financial Times reported the possible sale.
On Aug. 23, the Nikkei newspaper said Acom Co., Japan's biggest consumer lender by market value, was among potential bidders. The day before, The Wall Street Journal reported that GE had been in talks with banks including Deutsche Bank AG about Lake, without saying where it got the information.
Due Diligence
Lake had about 700 billion yen ($6 billion) of outstanding loans at March 31, according to the Liaison Group of Consumer Finance Companies, an industry body. That's down from 860 billion yen at the end of 2005, Liaison Group estimates.
GE was planning to hold two rounds of bids for Lake, with the second scheduled for October, the people said. Companies that showed interest in the first round would be given more financial information on Lake before the second auction so they could carryout due diligence, they said.
UBS briefed executives considering bids last week on GE's decision to delay the process, said five of the people. While potential bidders were told that GE still plans to sell Lake byyear-end, no information was given on when or if the auction process will be resumed, they said.
Mariko Terao, a GE spokeswoman in Tokyo, declined to comment,as did UBS spokeswoman Jackie Kestenbaum.
Industry Woes
Japan's regulators took aim last year at consumer lenders and their interest rates that ran as high as 29 percent, after aggressive marketing created a cycle of debt, with borrowers obtaining loans from one firm to repay another.
A law was passed in December capping the maximum interest rate at 20 percent. Lenders' costs then surged after courts opened the door for customers to claim interest refunds and as stricter accounting rules required more reserves against such claims.
Japan's four largest consumer lenders by assets, led by Aiful Corp., lost a combined $14 billion in the fiscal year ended March 31. Aiful announced 1,900 job cuts in March and said it would close 1,520 outlets to trim costs. Citigroup said in January it was shutting about 80 percent of its consumer-loan network in Japan.
GE Money, the division of which Lake is a part, has $190 billion in total assets and provided $21.8 billion of General Electric's $163.4 billion in revenue last year. GE doesn't breakout Lake's results.
Consolidation
General Electric entered the Japanese consumer finance market in 1994 and expanded in the late 1990s, buying local lenders including Koei Credit K.K., a unit of Kofuku Bank Ltd. In1998, GE acquired Lake Co., at the time Japan's fifth-biggest consumer lender.
Rival Promise Co. offered in July to buy smaller Sanyo Shinpan Finance Co. for about $1 billion, creating Japan's largest consumer lender in a move analysts said may trigger more consolidation.
Promise, which lost 378.3 billion yen in the year through March, announced plans in May to cut 40 billion yen of annual expenses within three years by eliminating 1,000 jobs, closing 225 outlets and shrinking operations at affiliates. It forecast a profit of 14 billion yen for this fiscal year.

(吉隆坡6日訊)08財算公佈前夕,市場傳出政府為落實居者有其屋願景,將透過國家銀行收購馬建屋(MBSB,1171,主板金融)放款給購屋者。
不願具名的消息告訴《中國報》,國行隨即將把放款轉換成債券,售予國內金融機構。
8月20日以來,馬建屋已高漲逾40%,今天閉市時則報1.59令吉。
不過,政府的算盤或能在短期內打響,但長期而言市場擔心在房貸氾濫下,日后或將引發另一波“次級房貸危機”。
此外,為大力推動國內房地產發展,政府或將撤銷或調降產業印花稅。
另外,外籍人士購置商業產業時,政府也可能給予1年內免向海外投資機構(FIC)申請批准的寬限期。
政府將設立特別機制,與私人界合作協助民眾實現居者有其屋目標。
中低產業受惠
料上述措施將惠及中低價房地產,並有利所有購屋者。
財算出爐前,市場臆測紛紛,產業類股備受唱好,蔚為市場焦點。
早盤時,馬股各大類股皆隨大市走低,惟產業類股經首半小時力爭后,終成功上游,一枝獨秀。
尤以中低檔房產業務為核心的股隻,如嘉年發展(MUTIARA,5043,主板產業)、林木生集團(LBS,5789,主板產業),及馬頓(MALTON,6181,主板產業)等,備受追捧。
此外,在北部擁有2500英畝的中低檔房產發展地段的慶隆發展(KELADI,6769,主板產業),亦被看好將受惠其中。
閉市時,產業類股指數起12.84點或1.16%,收1121.39點。

COURTS Mammoth Bhd's ongoing rebranding under its new management may see the opening of more outlets in Malaysia.
"There is always a possibility of more outlets in Malaysia. We are constantly evaluating," chief executive and managing director James Edward Friel told reporters in Kuala Lumpur at the launch of the Courts Mammoth's computer sales campaign recently.
"Our outlook is positive," added Friel, who declined to specify the capital outlay for the retailer's rebranding, which began some two years ago. It has 65 stores nationwide.
Product revamp aside, the group which opened its first local outlet in Johor Baru 20 years ago (1987), is also renovating existing outlets.
Courts Mammoth, which hires about 1,900 workers, also intends to relocate its existing premises to more strategic areas.
Its computer sales initiative - the "Get It" campaign - is jointly undertaken with global information technology heavyweights like Microsoft (M) Sdn Bhd and Intel Electronics (M) Sdn Bhd, besides Malaysia's FTEC Resources Bhd.
The credit scheme available at 62 of Courts Mammoth's outlets, allows buyers to purchase computers costing at least RM1,199 under weekly installments as low as RM9.99.
Also present at the launch were Microsoft Malaysia managing director Yasmin Mahmood, Intel Electronics Malaysia country general manager for sales and marketing group Debjani Ghosh, and FTEC president Kenneth Vun.
