32年首次全球大裁員
傳微軟萬五人丟飯碗
(華盛頓3日綜合電）近來有關電腦軟體業巨擘微軟公司將裁員的謠言滿天飛，科技網站“Fudzilla”去年12月30日宣稱，微軟將進行該公司成立32年來第一次全球大規模裁員，總共將有1萬5000名微軟人失去飯碗。
“Fudzilla”有關微軟的消息一向相當準確，這回該網站在其報導中信誓旦旦表示，微軟大規模裁員不再是謠言，而是事實，本月15日將有一萬五千名微軟員工接到解雇通知，占微軟全球9萬1000名員工的17％。

這則報導說，微軟MSN部門在這波裁員中可能首當其衝，而以地區論，歐洲、中東和非洲的裁員規模可能高過其他地區。報導指出，微軟的Xbox 360遊戲主機近來銷路相當不錯，因此該部門員工可望保住飯碗。

電子產品領域近期內
將裁員逾5000人
（吉隆坡4日訊）人力資源部長拿督蘇巴馬念披露，有137名電子產品領域雇主，指稱會在近期內裁退逾5000名員工。
他說，人力局會監督國內的裁員情況，並透露政府已採取數項措施，克服裁員潮，包括成立全國性委員會。

他接受《星報》訪問時指出，該部會關注所有涉及裁員事務，官員將出訪國內企業及每週提呈報告，確保雇主履行他們對員工應有的責任。

他說，除了推出再培訓計劃予失業大學生，政府也與多造會談，商討保留特定的工作額給大馬公民，和減少外勞人數。

他說，所有計劃裁員、減薪或進行自願裁退政策的公司，都必須在30天前通知人力局，否則將面對1萬令吉罰款。

美國賭業巨擘美高梅（MGM Mirage）不久前才裁員3500多人，現在又開始為即將竣工的新博彩旅遊項目招聘1萬2000人。該項目號稱是美國史上耗資最高（超過90億美元）的私人建築項目。
新的博彩旅遊發展項目CityCentet佔地76英畝，建築工程目前已經進入最後階段，其中，一座57層樓高，共有1500個單位的酒店公寓預計今年10月開幕。另外還有文華東方酒店、另一座酒店公寓、一個佔地50萬平方英尺的購物中心和一個有4000個客房的酒店賭場，預計都會在12月投入服務。

集團副總裁費德曼表示，新發展項目需招聘數千名員工。

米高梅集團的股票過去一年來下跌了78%，集團剛在上個月以7億7500萬美元賣出旗下一個度假村，這項交易刺激公司股票上漲40%。

NEW YORK (CNNMoney.com) -- Two separate employment reports released Wednesday showed the labor market continued to get battered in December.

The ADP National Employment Report, which is calculated based on payroll data, reported that the private sector shed 693,000 jobs on a seasonally adjusted basis in December.

That was more than the 476,000 private-sector jobs lost in November.

Separately, the number of announced job cuts in December fell 8.4% from a month earlier, but were nearly four times the total of the same month in 2007, according to a report released Wednesday from a separate firm, Challenger, Gray and Christmas.

Outplacement firm Challenger said the 166,348 announced job cuts were the most for the last month of the year since the company began compiling data in 1993.

December's total was down from the pace in November, when employers announced a 7-year high of 181,671 job cuts. But the total was nearly four times the number in December 2007, when employers announced 44,416 job cuts, according to Challenger.

In all of 2008, employers announced 1,223,993 job cuts, which was the largest number of job cuts announced in a year since 2003, when employers announced 1,236,426 job cuts, according to Challenger.

The annual number represented a 59% jump from the year prior, when employers announced 768,264 job cuts.

The pace of job cuts accelerated in the second half of the year as the recession took hold of the country. In the fourth quarter of 2008, employers announced 460,903 job cuts, which was the largest single quarter total since the first quarter of 2002, according to the Challenger report.

The financial sector announced more job cuts than any other industry in 2008, with plans to cut 260,110 workers, according to Challenger. The battered auto industry came in second for announced job cuts, with 127,281.

The report came ahead of the much anticipated government employment report due out Friday. A consensus estimate of economists complied by Briefing.com expects the unemployment rate to have reached 7% in December, an increase from 6.7% posted in November, with 475,000 jobs lost in the month.

霹靂州務大臣拿督斯里莫哈末尼查表示，州政府將儘快主辦研討會，邀請經濟和財務方面的專才共思對策，以便向州政府提供意見，應對經濟放緩帶來的效應。

他今日（週四，1月8日）在州政府常月集會上，向公務員發表2009年新年獻詞後，向記者這麼表示。

他指出，在這3家工廠中，1家位於愛大華，另2家位於近打谷；至於失業的近1000名工人，有本地公民和外國人。

他說，州政府將成立一個以行政議員西華尼申為首的委員會來處理工廠關閉後有關工人的問題。

他說，西華尼申將領導這個委員會，與職工會同人一齊研究，以協助工人爭取應得的利益。

他希望任何工廠面臨關閉時，應通知州政府，以便共商對策，而有關工廠管理層需根據勞工法令行事。

另一方面，莫哈末尼查披露，霹靂州目前是全國第3快付款給承包商的州屬，州政府的部門尤其是財政署在少過10天的時間內，付款給承包商。

他表示，州財政署在證實承商包的工程完成後，即在10天的時間內付款。

（森美蘭‧芙蓉）芙蓉雙溪加篤工業區的Mission Resources有限公司突然宣佈停止操作，造成26名工人失業，他們也不滿公司拖欠12月份的薪金和4個月的公積金，今日（週四，1月8日）群起在工廠前展開和平糾察，要求公司作出合理賠償。

據瞭解，芙蓉工業區最近幾個月發生多起工廠裁員、關閉導致工人失業的事件，估計已有逾千工人因而失業。

1月3日全面停止操作

Mission Resources是十多年前由台灣人設立的傢俱製造廠，它在巴生港口也有一間工廠；不過，雙溪加篤的工廠於今年1月3日全面停止操作。

據瞭解，這間廠原有200名工人，只有26名本地工人留下來，其他都是外國勞工，據說已被調往巴生工廠。

這26名工人是於今年1月3日被經理口頭通知無須再上班，並指示50歲以上的員工即刻離開工廠，還表示老闆已回去台灣。

事先未獲裁員通知

不過，所有工人基於事先未獲任何裁員通知，40歲以下的工人在1月5日照常上班，但工廠經理不允許工人穿制服，並在當天下午5時切斷電源。

工人投訴，老闆在2個月前無故拆下工廠的招牌，去年12月暫停工人的交通服務，當時已醞釀關廠。

在投訴無門之下，26名工人週四向新那旺州議員古拿投訴，抗議僱主沒有依照勞工法令，在宣佈關廠後支付遣散費給他們。

馬莎裁1200人關27店
英國馬莎百貨季度銷售額創十年新低，為了在惡劣營商環境下節省開支，周三宣布會裁員約一千二百三十人，並將關閉二十七間分店，包括二十五間Simply Food商店。
有一百二十五年歷史的馬莎百貨表示，截至去年十二月二十七日的十三周，即今個會計年度第三季，英國區同店銷售按年跌百分之七點一，雖合乎市場預期，但卻是十年最差。

馬莎百貨續稱，由於宣傳和提供折扣，預料其英國區截至三月三十一日的全年毛利率，將較○七至○八年度低百分之一點七五，比早前預估的一個百分點還要差。

為減省營運成本，馬莎百貨將會關閉二十七間分店，包括二十五間旗下食品品牌Simply Food

商店在內，從而裁撤大約七百八十個職位。

印度截至3月料1000萬人失業
印度出口商聯合會預測，北美洲和歐洲經濟放緩，印度出口領域因此受到打擊；到今年3月底，印度將有1000萬人失業。
儘管印度政府先後宣佈兩個經濟刺激計劃，包括在上星期五發佈的最新計劃，但印度這個主要出口商聯合會仍發出這樣悲觀的預測。

其後，Challenger顧問公司表示，企業裁員人數16萬6000人，雖然按月跌8.4%，但是與去年同期比較則上升275%。此公司指出，去年全年美國企業裁員達122萬人，是2003年以來最多，按年升59%。報告料，裁員情況會維持至今年上半年。

負責決定美國是否進入衰退的全國經濟研究機構（NBEC）前主席、目刖是哈佛大學教授的費德斯坦（Martin Feldstein）在接受《彭博社》訪問時預期，即將發表的失業率可能較原先預期為高，而且稍後可能升至10%水平。

泰政府擬撥5億
協助50萬失業者
（曼谷8日訊）受全球經濟衰退的影響，泰國經濟部會首長同意，撥出52億泰銖（約5億令吉）協助預期會向政府登記的逾50萬名失業勞工。
至于前政府時代1000億泰銖（約95億令吉追加預算的刺激經濟計畫），泰國經濟首長委員會也宣佈再延長6個月，包括免費公車、火車及水電費補助等，但會稍做調整，只針對低收入戶。

“泰國通訊社”報導，勞工部部長派通表示，政府預估有三類勞工可能失業：第一類是80萬到90萬人，預估會因為雇主決定結束營業而被裁員；第二類是約60萬到70萬人，從事農業與農村地區小本經營者；第三類則是剛畢業的社會新鮮人。

社會安全基金

派通說，預期有超過50萬名失業人口會向勞工部登記，並接受新的職業訓練或市場需要的技能。

為減輕大量的失業問題，泰國政府也透過政府贊助的社會安全基金形式，在許多銀行存了約100億泰銖（約9億5000萬令吉）的資金。

其中60億泰銖將以5%的年利率借款給工廠負責人，條件是勞工不能被裁；另外40億泰銖則借給社會安全基金會會員的勞工，利率6%。

勞工部計劃1月17日策劃一個勞工博覽會，讓民間公司參加，預估能提供13萬個工作機會。

“飄”博物館大裁員
（亞特蘭大8日訊）“亂世佳人”的誕生地“飄”博物館，在這波景氣寒冬中，恐難發揮女主角郝思嘉在亂世中重建家園的堅毅力量，最近宣布將大幅裁員，計劃只剩1名員工，以彌補龐大的赤字。
1997年由“飄（Gone with the Wind）”作者密契爾（Margaret Mitchell）在亞特蘭大故居改建而成的博物館，也成了經濟不景氣的受害者，赤字高達140萬美元（491萬2231令吉）。

為了彌補財務黑洞，密契爾宅邸與“飄”博物館宣布，現有的74名員工，近期將裁掉15人，幅度超過兩成，未來還計劃最終將所有員工裁減到只剩1名員工。

據博物館指出，由于經濟不景氣，門票與會員收入隨之大減。該館最大財務來源的捐款，過去每年維持在6700萬美元（2億3508萬令吉），如今陡降到4400萬美元（1億5438萬令吉）。

“飄”博物館現址舊居建造于1899年，1919年改裝成公寓。密契爾與丈夫于1925到1932年在這幢宅邸租了一間公寓居住，期間她完成終身唯一的一本小說“飄”。

不過，看的人多買的人少，畢竟連工作都沒有了，哪還有錢可以買房。

有鑑于經濟不景氣，許多人不是失業就是找不到工作，廣東一家房地產業者推出新的促銷手法，打出“買房子，送工作”以及“憑文憑，享折扣”的口號。

只要來買房子，依買家的文憑或職稱可以獲得打折優待，而且文憑越高、職稱越大，折扣越多，甚至從畢業證書到結婚証書都可以得到優惠，優惠價格從1500令吉到5000令吉不等。

這家公司還允許買屋者可以推薦1人，到他們房地產公司工作。

NEW YORK (CNNMoney.com) -- Another sobering government labor report released Friday showed the economy lost 524,000 jobs in December, bringing 2008's total job loss to just below 2.6 million.

Last year's steep drop in employment marked the highest yearly job-loss total since 1945, the year in which World War II ended.

Economists surveyed by Briefing.com had forecast a loss of 525,000 jobs in the month.

According to the Labor Department's monthly jobs report, the unemployment rate rose to 7.2% last month from 6.7% in November and higher than economists' forecasts of 7%.

The unemployment rate, which is compiled in a separate survey from the payroll number, was at its highest level since January 1993.

The vast majority - 1.9 million - of last year's job losses came in the final four months of 2008, after the credit crisis began in September. November's job loss was revised up to 584,000 from 533,000, and October was revised up by 103,000 to 423,000.

Job losses were spread across a wide variety of industries. Manufacturing lost 149,000 jobs, the leisure and hospitality industries cut 22,000 jobs, and construction employment shrank further by 101,000 jobs.

Even in the midst of the holiday shopping season, retailers still slashed payrolls by 66,600 workers last month.

Professional and business services, a category seen by some economists as a proxy for overall economic activity, had a 113,000-job drop in employment. And financial services jobs fell by 14,000.

December's job losses were expected to be deep, as employers looked to slash payrolls to free up balance sheets for the new year. But large-scale cutbacks may continue throughout the first half of 2009, economists say, as the nation's economy continues on its slow path to recovery.

The economy has lost more than 2.5 million jobs in the current recession, which began in December 2007, far surpassing the previous two recessions, and just below the 2.7 million jobs lost in the 1981-1982 recession, which had the deepest unemployment in the 70-year history of the report.

In another sign of weakness, a growing number of workers were unable to find jobs with the amount of hours they want to work. Those working part-time jobs - because they couldn't find full-time work, or their hours had been cut back due to slack conditions - jumped by 715,000 people to 8 million, the highest ever on records that date back to 1955.

The so-called under-employment rate, which counts those part-time workers as well as those without jobs who have become discouraged and stopped looking for work, rose to a record 13.5% from 12.6%. Calculations for that measure began in January 1994.

"The existing unemployment figures are greatly understated," said billionaire steel tycoon Wilbur Ross in a recent interview with CNNMoney.com. "They count as employed someone who used to have a high-paid manufacturing job, and now is working at a Wal-Mart or a Wendy's."

Temporary employment, including workers employed by temp agencies, fell by another 80,600 jobs last month, after falling by 94,100 in November - the highest on records that go back to 1985. That could mean even more full-time payroll reductions to come, as employers often cut temporary workers before they begin cutting permanent staff.

In another discouraging sign, the average hourly work week fell last month to 33.3 hours - the lowest level in history - from 33.5 hours. Even with a modest 5-cent gain in the average hourly salary, the average weekly paycheck fell by $2 to $611.39.

But some industries were hiring last month. Government hiring, which has stayed relatively strong throughout the downturn, added another 7,000 jobs in December. Education and health services also grew payrolls by 45,000 employees.

President-elect Barack Obama has begun his push for a massive stimulus plan, aimed at creating or saving 3 million jobs over the next two years. Many economists and lawmakers have called for rapid action to address the extraordinary stresses facing the labor market, including spending hundreds of billions of dollars on new infrastructure projects.

"The country is losing half a million jobs in a month, and if the government doesn't act quickly, there's no reason that wouldn't intensify," said Mark Zandi, chief economist of Moody's Economy.com.

Infrastructure experts agree, saying unemployed construction workers are eager to get back to work.

"Putting money into highways won't by itself end the recession, but it will put a lot of skilled workers back on job," said Ken Simonson, chief economist for The Associated General Contractors of America.

美股台北時間9日晚間開盤前，市場全都張大眼看一個數據，就是稍晚將公佈的美國12月官方失業報告，全美各大經濟學家已經紛紛看衰，認為不但去年12月失業率將高達7%，創下16年最糟，12月非農業部門的失業人數恐怕突破55萬人。



在電影旁白中，「我們必須度過這四個耶誕假期，越快，越不痛苦越好！」美國民眾真的壓力很大，過完耶誕節後，還有更驚人的失業數據等著宣布，就是去年12月的美國官方非農業部門的失業數據，財經媒體CNBC預估55萬人失業，市場預期更高甚至高達70萬人，恐怕將創下34年最糟的紀錄，尤其12月失業率恐怕飆到7%，創下16年最差的紀錄，使得2008年一整年全美240萬人失業，等於是1945年二次大戰之後最可怕的紀錄。結果公布出來的實際數字比這些預估數字更驚人。



美國勞工部周五晚間公佈了12月失業數據，結果失業人數高達52.4萬人，創下二次世界大戰以來最糟的紀錄，使得全美2008年這一年多了260萬人失業，整整比市場預期的多出20萬人，創下63年來最糟的紀錄。其中光是去年9月金融風暴以來失業的人數就高達190萬人，等於佔了2008年失業人數的7成，失業率更是高於所有市場預期達7.2%，創下16年薪高。



美國市場一片悲觀，因為周三公佈的失業數據已經先跌破眼鏡，「ADP私人企業就業數據」顯示，全美11月私人企業部門已經高達47.6萬人失業，沒想到12月飆到69.3萬人失業，知名的Challenger人力銀行公佈，單單12月大型公司就有16.6萬人失業，比去年同期暴增275%，讓諾貝爾經濟學獎得主都大喊新總統歐巴馬說的創造250萬個工作機會根本不夠。



諾貝爾獎得主史丁格里茲表示，「2010年前500萬個工作，沒錯！那才是該達成的目的，也許達不到，但顯然我們需要更遠大的目標，才能讓經濟復甦，不只美國，全球裁員更是裁不停。」

NEW YORK (CNNMoney.com) -- Aircraft maker Boeing, one of the few employers that added workers through the nationwide labor market downturn last year, announced Friday it will cut 4,500 jobs this year, undoing the employment gains it achieved in 2008.

The job cuts in Boeing's Commercial Airplanes division will take employment in the unit back to 63,500, about where it stood a year ago.

"We are taking prudent actions to make sure Boeing remains well positioned in today's difficult economic environment," said Scott Carson, president and CEO of the unit.

The news comes on the same day that the Labor Department reported that employers shed 2.6 million jobs last year, the worst job loss suffered by the U.S. economy since 1945.

Boeing (BA, Fortune 500) went through a 57-day strike by the International Association of Machinists last fall, but continued to hire about 55 workers a week as the strike began; it was eager to increase employment to meet growing demand for its aircraft.

"We believe Boeing has many other options available, and we will push them to retain their valued employees," said Tom Wroblewski, President of Machinists Union District 751, in a statement.

Wroblewski added that Boeing is continuing to hire union members and no airplane orders have been cancelled at this point. Thirteen new members were added to the payroll last Friday and another 19 new members were added today, according to the union.

Earlier this week, Boeing reported it ended 2008 with 662 new net commercial airplane orders, giving it a backlog of unfilled commercial orders of more than 3,700 airplanes. While that was down sharply from the record 1,413 net orders in 2007, that year's orders marked the third-straight record year for new orders.

With the slump in orders, a delay in the rollout of its new 787 Dreamliner and the sharp downturn in the economy, the company has started a program to reduce overhead costs and discretionary spending. Boeing said that while normal attrition and a reduction in contract labor will account for some of the job reductions, layoffs of employees would also occur.

Most of the job reductions will come in Washington state, and many will be in overhead functions and other areas not directly associated with airplane production, according to the company's statement

（新加坡9日訊）新加坡官方掌控的最大工會組織全國職工總會（NTUC）助理秘書長楊莉明表示，金融風暴衝擊下，新加坡約有1萬多名勞工的薪資可能減少多達50%。
楊莉明表示，根據統計，從去年11月到上個星期之間，加入工會的勞工當中，共有1萬5000人因公司暫時停工或縮短工作時間，每月收入減少了。

此外，職總也對約300名工會會員進行調查發現，經濟不景氣不僅影響勞工，也波及他們的伴侶或配偶。也有三分之一的勞工伴侶或配偶，並未和另一半討論有關工作的問題。

　金融风暴让韩国就业难的现实更加严峻，最近首尔市江西区聘请清洁工时，连获得物理学博士学位的男生都来报名。就此，韩国舆论认为，这反映出目前韩国就业市场的现况，令人感到十分的不安。

　　首尔市江西区当局昨日表示：“最近缺5名清洁工，这两天公开聘用清洁工的结果，共有63人报名，报名者当中，有一名物理学博士和23名专科大学毕业以上的高材生。”

　　江西区的有关人士说：“来报名清洁工的物理学博士是36岁金姓男子。韩国经济不景，经常看到大学毕业生报名清洁工，但首次看到有博士学位的人来报名当清洁工。”
