钢铁业低潮出现了


钢铁业出现裁员减薪潮 降薪高达50%
     
   中国国内钢铁三强之一的武钢集团正在酝酿着公司内部的降薪事宜，普通工人降薪20%，而处级及处级以上管理层降薪幅度则将达到50%。此外，第一巨头宝钢近期也有实施降薪的计划。

　　《华夏时报》报道，国内钢铁三强之一的武钢集团23日正在酝酿着公司内部的降薪事宜，普通工人降薪20%，而处级及处级以上管理层降薪幅度则将达到50%。消息人士透露，该措施属于临时措施。

　　中华商务网华瑞市场研究中心主任马忠普用“史无前例”四字来形容钢价暴跌的惨状，“钢企现在是相当困难，亏猛了。”“减薪裁员，这些企业确实是迫不得已。”

　　裁员减薪的不止钢企，受欧美经济降温冲击企业出口、油价高企、银根紧缩和多种成本大幅上升的影响，企业降薪裁员这股浪潮早已波及到国内房产、航空、石化、电力、IT、证券、金融、印刷等一系列行业。10月23日下午，全国工商联研究室主任陈永杰指出，“这次影响是全面的、全国性的，企业也没有办法”。

　　裁员减薪激荡全国

　　形势严峻的不止是钢铁行业。万科、中原降薪裁员；东航、南航裁员降薪；中石油传出大幅裁员；国电集团领导带头降薪30%；波导夏新被迫狠削人力成本……

　　“减薪裁员当然是确有其事，我们企业也有。”北京联达四方房地产经纪公司总经理杨少锋说，“今年行业利润大幅下滑，调整人力资源成本是很正常的，不少人的收入将不可避免地大受冲击。”

　　谢赤彪刚从立信染整机械(深圳)有限公司“出来”，这位原品管部工程师说，像他这样“走”的员工每月不下30个。“这几个月都这样，已经三四个月了。”说起被裁，谢先生显得很平静，“经济环境不好，近三个月一直亏损。裁员很普遍，还在位置上的那些人薪水也大大降低。”

　　立信是深圳百强排名第80位的企业，谢赤彪走后，这个三千人的集团公司又传出，为月底施行大规模裁员，高层已经准备了1500万作为职工辞退补尝金。

　　在珠三角，“裁员减薪”拍起日甚一日的可怕巨浪。被裁人员很多对这片区域信心不再，谢赤彪说起他前往布吉镇(深圳)社保中心办理退保手续看到的“盛况”：“第一天去晚了根本没办上，第二天队伍依然排到了两百多号，排都排不下，工作人员只得让后来的人回去。”

　　珠海市凯恒华机电有限公司管理人员杨宫辉说：“现在公司企业倒闭的速度明显是越来越快，大家的危机感都加重不少，企业也在观望，更不愿意再招人。”

　　引发失业问题

　　面对大小企业的减薪裁员潮，22日，国资委研究中心企业与发展研究部副部长安丰明说：“现在总提到金融风暴、金融海啸，其实海啸根本还没到来，现在还是前期的地震阶段。”

　　“受大环境的影响，这种情况还是会持续下去，具体时间很难判断。”陈永杰和北京大学经济学院教授萧国亮一致表示这轮减薪裁员潮将会更加强烈。

　　10月20日，国家统计局发布的数据显示，GDP比上年同期回落2.3个百分点，增速降至个位数。至此，GDP连续五个季度下降。长期关注宏观经济走势的萧国亮认为，在GDP增速放缓的情况下，如果不出台积极有效的财政政策，难以为继的企业会引发大量失业问题。

On behalf of the Board of Directors of LDHB (“Board”), AmInvestment Bank Berhad (“AmInvestment Bank”) wishes to announce that amendments were made to the Circular to Shareholders dated 22 October 2008 as per the addendum below:-
“All definitions used hereunder shall have thesame meanings as that given in the Circular to Shareholders dated 22October 2008 (“Circular”), unless otherwise stated.

We refer to the Circular which was despatched toall shareholders and wish to notify you that subsequent to the despatchof the Circular and subject to approvals from the relevant authorities(if required), the Company proposes to waive the undertakings given bycertain shareholders to subscribe for the ICULS, namely LionDevelopment (Penang) Sdn Bhd, Narajaya Sdn Bhd, Lion Holdings Pte Ltd,Likom Computer System Sdn Bhd and Ributasi Holdings Sdn Bhd (“Proposed Variation of Shareholders’ Undertakings”).Accordingly, pursuant to the Proposed Variation of Shareholders’Undertakings, the aforementioned shareholders are entitled to subscribefor their respective entitlement to the ICULS but will not be requiredor compelled to do so if they choose not to subscribe, and may also, attheir discretion, renounce their subscription rights to TSWC, DeluxeVenture and/or parties to be nominated by TSWC.

In view of the foregoing, the existing definitionof “Shareholders’ Undertakings” and the disclosures set out in Sections2.10 and 5.2 of the Circular will be amended accordingly.

(2)        Section 2.10: Shareholders’ Undertakings, appearing on pages 3 and 4 of the Circular should now read as follows:-

2.10        Shareholders’ Undertakings

Pursuant to the Proposed Rights Issue of ICULS, certain shareholders of LDHB, namely TSWC and Deluxe Venture (collectively known as the “Undertaking Parties”)have given their written irrevocable undertakings to subscribe fortheir respective entitlement to the ICULS as at the Entitlement Date.

In the event that the Minimum Subscription Levelis not met upon the closing date for acceptance of the Proposed RightsIssue of ICULS, TSWC has also given his undertaking to subscribe and/orprocure the subscription by parties to be nominated by him to subscribefor such additional amount of ICULS so as to achieve the MinimumSubscription Level.
For illustration purposes, the UndertakingParties’ entitlements to the nominal value of the ICULS as at 30September 2008 are as set out in Table 1.

Pursuant to the Shareholders’ Undertakings, it isproposed that the TSWC Advances as detailed in Section 3 of thisCircular, will be set off against part of the consideration payable byTSWC for the subscription of his entitlement to the ICULS under theProposed Rights Issue of ICULS.

(3)        Section 5.2: Substantial Shareholders’ Shareholdings, appearing on page 8 of the Circular should now read as follows:-

5.2        Substantial Shareholders’ Shareholdings

The details of the substantial shareholders’shareholdings and the effects of the Proposed Rights Issue of ICULS onthe substantial shareholders’ shareholdings in LDHB, based on theRegister of Substantial Shareholders as at 30 September 2008, are setout in Table 2.

The aforesaid addendum will be despatched to the shareholders on 31 October 2008.
