1) There are a lot of fish in the pond?
2) There is a lot of fish in the pond?

我一直很confuse这个用法。

It is dependable, "Are" will be applicable in Plural Noun, while "Is" can be used if there's more than one item, if that particular items is counted as one thing...

For Example:-

1) There are lots of bicycles.
2) There is a lot of noise.

据我上网看，基本是解释成这样。 "are" or "is" driven by the subject。如果subject是可数词，将会用 "are"，但如果是不可数词则是用 "is"。

e.g:
1) There are a lot of

1. books

on the table.
2) There is a lot of

1. water

in the bottle.

There is a lot of sugar.   uncountable noun.
There are a lot of students.  " students " 能算。 countable noun
